The capsule itself is made from gelatin and silica (an anti-caking agent).

Beta-alanine is possibly effective for athletic performance and physical performance — meaning some solid evidence supports its use, but the research isn't airtight. For age-related cognitive decline, cognitive function, chronic obstructive pulmonary disease (COPD), and menopausal symptoms, the evidence we hold is insufficient to rate whether it works.

Beta-alanine is generally well tolerated in healthy adults. The most common side effect is a harmless tingling sensation (paresthesia), usually starting on the scalp within 20 minutes and spreading across the body for about an hour — it's mild at lower doses and more noticeable at higher ones.
