Biotin is likely effective for biotin deficiency — the condition you'd develop if you weren't getting enough from food. For other uses, the evidence is weaker.
It's rated possibly ineffective for multiple sclerosis and seborrheic dermatitis (a scaly skin condition). For hair loss (alopecia areata), there isn't enough reliable evidence to say whether it works or not.

One case report described a woman who developed a heart and lung inflammation after taking biotin 10 mg and pantothenic acid 300 mg together, but it's unclear whether biotin was actually responsible, and no similar cases have been reported since. The safety notes advise checking with your doctor before starting high-dose supplements, even though normal dietary and supplement amounts are considered appropriate.
