Biotin is likely effective for biotin deficiency — the straightforward vitamin shortage itself. For other uses like hair loss (alopecia areata), seborrheic dermatitis (a scaly skin condition), or multiple sclerosis, the evidence either isn't there or points the other way.

There's one case report of a serious inflammatory reaction in someone taking very high-dose biotin alongside another supplement and a heart medication over months, but no other similar cases have been documented and it's unclear what actually caused it.
