The evidence backs witch hazel for hemorrhoids, where it's rated possibly effective. For varicose veins and postmenopausal conditions, we don't have enough reliable evidence to say whether it works.
For eczema (atopic dermatitis), the data suggest it's possibly ineffective—so if that's your target, this may not be the right choice.
How safe is it?

Topically applied witch hazel is generally well tolerated. The most common side effect is contact dermatitis—redness or burning in a small number of people.
Do not take this product by mouth; it's for skin use only. Limited safety data exist for topical use, so check with your doctor first.
If you're breastfeeding, avoid applying it to the nipple area, and talk with your doctor. Witch hazel is high in tannins (plant compounds in the leaf and bark).
When taken orally in high doses, tannins can potentially damage the kidneys and liver, and regular consumption of high-tannin herbs has been linked to increased risk of certain cancers. Again—this is a topical product, not meant to swallow.
