Ciprofloxacin, Hydrocortisone falls under ORGANIC ANION-TRANSPORTING POLYPEPTIDE SUBSTRATES (OATP) — the group Sweet Orange interacts with.

Consuming sweet orange juice can decrease oral absorption of OATP substrates. Separate administration by at least 4 hours.
Clinical research shows that consuming sweet orange juice inhibits OATP, which reduces bioavailability of oral drugs that are substrates of OATP. For example, sweet orange juice decreases bioavailability of fexofenadine, a substrate of OATP, by about 72% and of celiprolol, another OATP substrate, by up to 90%. Since sweet orange juice seems to affect OATP for a short time, recommend separating drug administration and consumption of sweet orange juice by at least 4 hours.

Here's the good news on this one: the product you asked about, Cipro HC Otic, is an ear drop. The ciprofloxacin and hydrocortisone go straight into your ear canal, not into your stomach, so drinking orange juice won't change how it works. The whole concern with sweet orange juice is that it can block a gut transporter called OATP and cut down how much of certain swallowed medicines get absorbed. Ear drops skip that pathway entirely.

So if you're using these as ear drops for a swimmer's-ear type infection, enjoy your orange juice without worry. If you happen to be taking an oral ciprofloxacin tablet instead, that's a different story, and there it's smart to separate juice and the dose by at least 4 hours. When in doubt, check with your pharmacist.
