Buprenorphine Hydrochloride falls under CNS DEPRESSANTS — the group Tarragon interacts with.

Evidence from animal research suggests that tarragon essential oil can cause sedation and motor impairment when administered intraperitoneally at a dose of 1 mL/kg. Theoretically, concomitant use of tarragon with CNS depressants, including antihistamines, barbiturates, benzodiazepines, and tricyclic antidepressants, may increase sedative and other adverse effects.

Here's the gist: buprenorphine (Belbuca) is a strong pain medicine that already slows down the brain and nervous system. The concern with tarragon comes from animal studies where concentrated tarragon essential oil caused sleepiness and trouble with movement. In theory, pairing that kind of concentrated tarragon with a sedating drug like buprenorphine could add to the drowsiness, leaving you more tired, foggy, dizzy, or slow to react. At higher levels, deeper sedation and slowed breathing are the things we worry about most with opioids.

I'll be honest, this is based on lab and animal work, not people, so the real risk is uncertain. Tarragon used as a kitchen herb is very unlikely to matter. Concentrated extracts or oils are a different story, so please check with your pharmacist or doctor before using them.
