Here's the gist of this one: Dexamfetamine is the active medicine itself, not a prodrug that needs activating, so it works as soon as it's in your system. The concern on file is that breathing in eucalyptol (the main compound in eucalyptus oil) might lower the amount of amphetamine that ends up in your blood. If that happened, your Dexamfetamine could feel a little weaker, meaning less focus or follow-through if you take it for ADHD, or a return of sleepiness if you take it for narcolepsy.

I want to be honest with you, though: this is based only on animal research, not studies in people, so it's more of a theoretical worry than something I see causing real problems. Occasional use of a vapor rub or lozenge is unlikely to throw off your dose. Still, if you notice your medicine isn't working like it used to, mention it to your pharmacist or doctor before changing anything.
