The data shows lemon balm is possibly effective for cold sores (herpes labialis) and for managing stress and depression. That means there is some evidence it may help with these, but the evidence isn't conclusive — more research is needed.

How safe is it?
Well-documented data
Lemon balm is generally well tolerated for short-term use in most healthy adults, though long-term and high-dose safety haven't been well studied. In clinical trials, dizziness and sedation were reported, but they didn't occur more often than with placebo.
One rare case reported heart rhythm changes (atrioventricular block) in someone taking a multi-ingredient product containing lemon balm, but it's unclear whether lemon balm alone was responsible — the symptoms reversed when the product was stopped. Topical 1% cream has caused minor skin irritation in a very small number of trial participants, roughly at the same rate as placebo.
Do not use during pregnancy unless your doctor advises you to — safety data is insufficient. While breastfeeding, use cautiously and talk with your doctor first, as limited safety information exists.

Theoretically, concomitant use of lemon balm might have additive effects with CNS depressant drugs.
Lemon balm seems to have CNS depressant activity in animals and in humans.
Thyroid Hormone
Theoretically, lemon balm might interfere with thyroid hormone replacement therapy.
In vitro, constituents of lemon balm extract bind to thyroid stimulating hormone (TSH), preventing TSH receptor-binding and leading to the inhibition of TSH-stimulated adenylate cyclase activity. In animals, lemon balm extract has been shown to decrease levels of circulating TSH and inhibit thyroid secretion.
