Here's the simple version: codeine already makes a lot of people drowsy, since it's an opioid pain reliever that calms the nervous system. Jamaican dogwood has its own calming, sedative-type effects (at least in lab and animal work). So when you stack the two, the worry is that the sleepiness adds up.

What might that look like? Feeling extra groggy, dizzy, foggy-headed, or harder to wake. In larger amounts, slowed breathing is the real concern with any opioid. To be fair, this interaction is theoretical, based on how these substances behave rather than solid human studies. Still, since Jamaican dogwood can be toxic in higher doses, I'd play it safe. Please check with your pharmacist or doctor before combining them.
