Here's the simple version: chamomile tea has a mild calming, sleepy effect of its own. Levorphanol is a strong opioid pain reliever that already slows down the brain and nervous system, causing drowsiness, slowed thinking, and slower breathing. Putting the two together could add up, so you might feel more sleepy, dizzy, or foggy than you'd expect from your pain medicine alone.

I want to be honest about the evidence here. This is mostly a theoretical concern based on lab work, not strong human studies, and an occasional cup of chamomile tea is unlikely to cause trouble for most people. Still, with a potent opioid like levorphanol, it's worth a quick chat with your pharmacist or doctor before using concentrated chamomile supplements, especially if you already feel drowsy.
