Here's the gist with horse chestnut and your aspirin with codeine combo: the concern is really about the aspirin part. Aspirin already thins the blood by keeping platelets from clumping. Horse chestnut seed extract may have a mild blood-thinning effect of its own, thanks to a compound called esculin, so stacking the two could in theory raise your chances of bruising, nosebleeds, or stomach bleeding.

I want to be honest about the strength of this one. The antiplatelet effect of horse chestnut has only been seen in lab studies, not in real people, so this is more theoretical than proven. The codeine part isn't involved here. Still, since aspirin and bleeding are a real pair, check with your pharmacist or doctor before combining them.
