Chlorpropamide falls under CYTOCHROME P450 2D6 (CYP2D6) SUBSTRATES — the group Phellodendron interacts with.
Phellodendron contains berberine. In vitro research and preliminary clinical evidence show that berberine can inhibit CYP2D6. Theoretically, phellodendron might also inhibit CYP2D6.
Interaction has been documented in animal or in lab research, or the interaction has been documented in humans but is limited to case reports or conflicting clinical research exists.
Here's the basic idea: phellodendron contains berberine, which lab work and some early human data suggest can slow down a liver enzyme called CYP2D6. If a drug leans on that enzyme to be cleared from your body, blocking it could let the drug build up a bit. Chlorpropamide (Diabinese) is an active drug, not a prodrug, so higher levels would mean a stronger blood-sugar-lowering effect. That could nudge you toward low blood sugar (hypoglycemia), with shakiness, sweating, dizziness, or confusion.
I want to be honest, though: this is a theoretical concern based on pharmacology, not proven harm, and chlorpropamide isn't mainly handled by CYP2D6. Please check with your pharmacist or doctor before combining them, and monitor your sugars.

Phellodendron contains berberine. Clinical research shows that berberine may lower blood glucose levels. Theoretically, phellodendron might also lower blood glucose levels.
Interaction has been documented in animal or in lab research, or the interaction has been documented in humans but is limited to case reports or conflicting clinical research exists.
Here's the thing to keep in mind: chlorpropamide already pushes your blood sugar down by squeezing more insulin out of your pancreas. Phellodendron contains berberine, which in human studies appears to have its own blood-sugar-lowering effect. Stack the two together and the worry is that your sugar could drop too low.
I want to be honest about the evidence here, though. This interaction is theoretical, based on how berberine behaves rather than on cases of people getting into trouble combining these two specifically. Still, chlorpropamide is a long-acting sulfonylurea, so a low can linger. Watch for shakiness, sweating, confusion, or feeling lightheaded, and check your levels more often.
