Phenobarbital, Sodium Nitrate falls under CNS DEPRESSANTS — the group Tarragon interacts with.

Evidence from animal research suggests that tarragon essential oil can cause sedation and motor impairment when administered intraperitoneally at a dose of 1 mL/kg. Theoretically, concomitant use of tarragon with CNS depressants, including antihistamines, barbiturates, benzodiazepines, and tricyclic antidepressants, may increase sedative and other adverse effects.

The phenobarbital in Soniphen is a barbiturate, which already slows down your brain and nervous system. It can leave you feeling drowsy, foggy, unsteady on your feet, or slow to react. The concern here is that concentrated tarragon (think essential oil or strong extracts) may add its own mild sedating effect on top of that, so the two together could make you sleepier or wobblier than expected.

Keep in mind, this idea comes only from animal studies, not human data, so it's theoretical. A sprinkle of tarragon on your food almost certainly won't matter. If you're thinking about tarragon as a supplement or oil, please check with your pharmacist or doctor first rather than changing anything on your own.
