Chlorpheniramine Maleate, Dextromethorphan Hydrobromide falls under CYTOCHROME P450 2E1 (CYP2E1) SUBSTRATES — the group Winter Cherry interacts with.

In vitro, winter cherry extract inhibited levels of cytochrome P450 2E1 (CYP2E1). Theoretically, winter cherry might inhibit the metabolism and increase the effects and side effects of CYP2E1 substrates.
Some drugs metabolized by CYP2E1 include acetaminophen, chlorzoxazone (Parafon Forte), ethanol, theophylline, and anesthetics such as enflurane (Ethrane), halothane (Fluothane), isoflurane (Forane), methoxyflurane (Penthrane).

Here's the honest picture with this cough and cold combo and Winter Cherry (ashwagandha). The interaction on file is about an enzyme called CYP2E1, and lab studies suggest ashwagandha may slow it down a little. But here's the thing: neither chlorpheniramine (the antihistamine) nor dextromethorphan (the cough suppressant) really relies on CYP2E1 to be cleared. Dextromethorphan is mostly handled by CYP2D6, and chlorpheniramine by other pathways. So this particular enzyme concern doesn't line up well with these two ingredients.

On top of that, the evidence here is only from test-tube and animal work, so it's theoretical at best. I wouldn't lose sleep over it, but since both products can cause drowsiness, run it by your pharmacist before pairing them.
