Dr. Brian Staiger explains PharmD, Clinical Pharmacist

Here's the simple version. Chloral hydrate is already a strong sedative that's designed to make you drowsy and help you sleep. California poppy is a calming herb that lab and animal studies suggest may also have a mild sedating effect. When you put two things that both calm the brain together, the sleepiness can stack up.

So the worry is too much sedation: feeling extra groggy, dizzy, slow to wake up, unsteady on your feet, or finding it harder to think clearly. I'll be honest, this concern comes mostly from lab research, not solid human studies, so it's more of a caution than a proven problem. Still, since chloral hydrate is potent, please check with your doctor or pharmacist before combining them.
