Mannitol falls under ANTIHYPERTENSIVE DRUGS — the group Rehmannia interacts with.

Theoretically, rehmannia might increase the risk of hypotension when taken with antihypertensive drugs.
Animal research shows that rehmannia may have hypotensive effects. Laboratory research shows that formulations of dried and processed rehmannia root inhibit angiotensin-converting enzyme (ACE).

Here's the thing about this one: mannitol isn't really a typical blood pressure pill. It's an osmotic diuretic, given in the hospital through an IV to pull fluid off the brain or eyes, or inhaled (Bronchitol) for cystic fibrosis. Because it draws water into your bloodstream and then makes you urinate it out, it can shift your fluid balance and sometimes lower your blood pressure.

The interaction on file is grouped under blood-pressure-lowering drugs, and it's theoretical, based only on lab and animal studies suggesting rehmannia may relax blood vessels. So in plain terms, the worry is that adding rehmannia could nudge your blood pressure a bit lower, leaving you lightheaded or dizzy. Since mannitol is usually given in a monitored setting, this is low-concern, but mention any supplements to your care team.
