Norfloxacin (ophthalmic) falls under PHOTOSENSITIZING DRUGS — the group Alfalfa interacts with.
Animal research suggests that excessive doses of alfalfa may increase photosensitivity, possibly due to its chlorophyll content. It is unclear if this effect would be clinically relevant in humans.

Here's the honest scoop on combining alfalfa with norfloxacin eye drops. Some fluoroquinolone antibiotics like norfloxacin can make your skin more sensitive to sunlight, meaning you may sunburn faster than usual. Alfalfa, especially in concentrated supplement doses, contains chlorophyll and other compounds that might add a little to that sun sensitivity. So in theory, using both together could make your skin more prone to burning.
I want to keep this in perspective, though. This is a theoretical concern based mostly on animal studies, and it's uncertain whether it matters in people. On top of that, eye drops deliver very little medicine to the rest of your body, so any real-world effect is likely small. Still, using sunscreen is smart, and check with your pharmacist if you have questions.
