Here's the thing to keep in mind with Actifed: the pseudoephedrine part is already a stimulant decongestant. It can bump up your heart rate and blood pressure on its own. BMPEA is an amphetamine-like stimulant, so pairing the two means you're essentially stacking two stimulants together. The worry is that their effects add up, possibly leading to a racing heart, jitteriness, headache, trouble sleeping, or a noticeable rise in blood pressure.

I'll be honest that this concern is theoretical, based on how these compounds behave rather than solid human studies. Still, BMPEA isn't a well-vetted ingredient and regulators have flagged real heart risks, so I'd steer clear of combining them. Please check with your pharmacist or doctor before mixing the two.
