Clomipramine falls under PHOTOSENSITIZING DRUGS — the group Chlorella interacts with.

Theoretically, chlorella might have additive effects with photosensitizing drugs.
Chlorella has been reported to cause photosensitization. In five case reports, patients who had ingested chlorella exhibited swelling followed by erythematopurpuric lesions on sun-exposed areas of the body. Theoretically, concomitant use with photosensitizing drugs may exacerbate effects.

Here's the gist of this one: it's about your skin and the sun, not about how your body breaks down clomipramine. Clomipramine itself can sometimes make your skin more sensitive to sunlight (a quick, sometimes exaggerated sunburn). Chlorella has been linked in a handful of case reports to a similar reaction, with swelling and red or purplish patches on sun-exposed skin. So the worry is that the two together could add up and make a sun reaction a bit more likely.

This is theoretical and based on rare reports, so I wouldn't lose sleep over it. If you take both, just be sensible about sun: use sunscreen, wear a hat, and cover up. If you notice unusual rashes or swelling, check in with your pharmacist or doctor before changing anything.
