Ethinyl Estradiol, Norgestimate falls under ORAL DRUGS — the group Blond Psyllium interacts with.

Theoretically, psyllium might increase, decrease, or have no effect on the absorption of oral drugs.
Psyllium seems to have variable effects on drug absorption. To avoid changes in absorption, take psyllium 30-60 minutes after oral medications. Animal research shows that blond psyllium delays and increases the absorption of metformin and ethinyl estradiol. Conversely, case reports and animal research suggest that blond psyllium might reduce absorption of lithium, digoxin, olanzapine, and carbamazepine. Finally, some pharmacokinetic studies show that psyllium does not affect the absorption of levothyroxine or warfarin.

Here's the simple version for your birth control pill (Ortho Tri-Cyclen and similar brands contain ethinyl estradiol and norgestimate). Psyllium is a soluble fiber that turns into a thick gel in your gut, and that gel can occasionally grab onto medicines and shift how much your body absorbs. For your pill, the animal data actually points toward psyllium delaying and slightly increasing how much ethinyl estradiol gets absorbed, not blocking it.

Honestly, this is a minor, mostly theoretical concern, and the evidence is thin. To play it safe and keep your pill working reliably, just take your psyllium about 30 to 60 minutes after your pill so they don't mix in your stomach. If you have any questions about your specific routine, your pharmacist or doctor can confirm.

Theoretically, taking blond psyllium at the same time as ethinyl estradiol might alter levels of estradiol.
Concurrent use of blond psyllium with ethinyl estradiol results in a slight increase in the extent of ethinyl estradiol absorption and a slower rate of absorption. However, this is unlikely to be clinically significant.

Good news here: this is a very mild concern. Your birth control pill, which combines ethinyl estradiol with norgestimate, works as is and does not need to be converted by your body to do its job. When you take blond psyllium fiber alongside it, lab studies suggest the fiber gel might slightly change how the estrogen part is absorbed (a small bump in the total amount, but a bit slower getting there). Practically speaking, this is unlikely to make your pill any stronger or weaker.

To keep things simple and protect your pill's reliability, I'd space them out: take your birth control pill at least a couple of hours apart from your psyllium dose, with plenty of water. If you have questions, your pharmacist can help you set up a timing routine.
