Fluoxetine falls under PHOTOSENSITIZING DRUGS — the group Rue interacts with.

Theoretically, rue might increase the risk for phototoxicity when used with photosensitizing drugs.
Rue contains photosensitizing furanocoumarins and psoralens and has been associated with multiple reports of phototoxic reactions. There is also one case report of an increased phototoxic response to psoralen and ultraviolet A (PUVA) therapy associated with ingestion of rue.

Here's the gist with rue and your fluoxetine (Prozac). This one isn't about how your body breaks down the medicine. Rue contains plant compounds called furanocoumarins and psoralens that can make your skin extra sensitive to sunlight. Fluoxetine, on its own, can also occasionally cause a little sun sensitivity. So the worry is that stacking the two together might make sunburn or a rash come on faster and more easily.

I'll be honest, the evidence here is thin, mostly a few anecdotal reports, so it's more of a theoretical caution than a proven problem. Still, if you're using rue, it's smart to use sunscreen, cover up outside, and check with your pharmacist or doctor first. Never change your fluoxetine on your own.

Fluoxetine is approved to treat four conditions: major depressive disorder (MDD), obsessive-compulsive disorder (OCD), bulimia nervosa (a binge-eating and purging disorder), and panic disorder — with or without agoraphobia (fear of situations that feel hard to escape).

It works for adults across all four conditions, and for children and teens with depression (ages 8–18) and OCD (ages 7–17).
