Here's the simple version: oxazepam (Serax) already slows brain activity to ease anxiety, which is why it can leave you feeling drowsy, foggy, or unsteady on your feet. Phellodendron contains berberine, and in animal studies berberine has shown its own mild calming, sedative-like effect. So the worry is that stacking the two could deepen that drowsiness, making you sleepier, slower to react, or more wobbly than you'd expect.

I want to be honest about the evidence, though. This interaction is theoretical, based on how these compounds behave in the lab, not on real people taking them together. It may not amount to much. Still, since both can press the same brake pedal, please run it by your pharmacist or doctor before combining them rather than starting or stopping anything on your own.
