Bay leaf is generally well tolerated when you use it in the small amounts you'd add to cooking. However, concentrated supplements like this one are less studied.
Food amounts are likely fine, but medicinal doses — which is what you'd be taking in supplement form — haven't been thoroughly tested for safety. When taken by mouth as a powder, it seems to be tolerated reasonably well, but swallowing whole, intact leaves can be risky and cause choking or intestinal perforation.
On the skin, bay leaf can trigger allergic reactions and contact dermatitis in some people. Breathing in bay leaf powder may also cause occupational asthma in sensitive individuals.
