Norgestrel falls under HEPATOTOXIC DRUGS — the group Camphor interacts with.

Theoretically, concomitant use of camphor with other hepatotoxic drugs might increase the risk of liver damage.
There have been a few case reports of transient elevations in liver enzymes in adults after oral or topical use of camphor. There has also been one case of hepatotoxicity in an infant after topical camphor use.

Here's the gist for your norgestrel (the progestin-only "mini-pill"): both norgestrel and camphor are processed by the liver, and there's a theoretical worry that combining things that can stress the liver might add up. This isn't about camphor making your birth control stronger or weaker. It's simply that two substances your liver has to handle could, in theory, increase the chance of liver irritation.

I want to be honest about the evidence here, it's weak. We have only a few scattered case reports of temporary liver enzyme bumps with camphor, mostly when it was swallowed. Used as directed on the skin in small amounts, camphor rubs are very unlikely to cause a real problem alongside your pill. Never take camphor by mouth, and check with your pharmacist if you have liver concerns.

Brand names: Ovrette, Orval 21

Norethindrone progestin-only pills — sometimes called the "mini-pill" — are used solely to prevent pregnancy. They do not contain estrogen, which makes them an option for women who cannot or prefer not to use estrogen-containing contraceptives.

When taken perfectly (same time every day, no missed pills), fewer than 1 in 100 women will become pregnant in the first year. With typical use, that number rises to about 9 in 100 — mostly because of late or skipped pills. Consistency is everything with this method.
