Theoretically, CYP3A4 inhibitors might increase cannabidiol levels.
Cannabidiol is a substrate of CYP3A4 enzymes. Theoretically, drugs that inhibit CYP3A4 enzymes might increase levels of cannabidiol, increasing its effects and adverse effects.

Here's the gist for this pairing: norfloxacin can mildly slow down one of your liver's processing enzymes (CYP3A4), and that same enzyme helps break down CBD. So in theory, taking them together could let CBD build up a bit more than usual, which may bump up CBD's own effects like drowsiness, lightheadedness, an upset stomach, or feeling unusually tired.

Notice that the medicine being affected here is the CBD, not your norfloxacin. This is rated as a theoretical concern based on how the drugs work, not from strong real-world reports, so it's not a reason to panic. Still, if you plan to use both, it's worth a quick chat with your pharmacist or doctor, especially since CBD product quality varies so much.
