Preliminary clinical research has not identified clinically relevant sedation after use of Baikal skullcap; however, a thorough evaluation of safety outcomes has not been conducted.

Here's the gist for tramadol and Baikal skullcap. This isn't about the liver breaking the drug down faster or slower. Instead, lab and animal studies hint that skullcap may gently latch onto GABA-A receptors in the brain, which can have a calming, sedating effect. Tramadol already works on your nervous system and can leave you drowsy, dizzy, or foggy, so the worry is that stacking the two could add up to extra sleepiness.

I'd call this a theoretical and minor concern. So far human studies haven't actually shown meaningful sedation from skullcap, and the evidence is weak. Still, if you notice you feel unusually groggy, go easy on driving and check in with your pharmacist or doctor before combining them.
