Why this applies to Fluticasone

Fluticasone falls under CYTOCHROME P450 3A4 (CYP3A4) SUBSTRATES — the group Passion Flower interacts with.

Theoretically, passion flower might decrease the effects of CYP3A4 substrates.
In vitro research suggests that passion flower can induce CYP3A4 enzymes, albeit to a much lower degree than rifampin, a known CYP3A4 inducer.

Here's the short version: passion flower may nudge a liver enzyme called CYP3A4 to work a little faster, and that same enzyme helps clear fluticasone from your body. In theory, speeding it up could mean slightly less fluticasone hanging around, which might make your inhaler or nasal spray (Flovent, Flonase) a touch less effective at controlling asthma or allergy symptoms.

Honestly, I wouldn't lose sleep over this one. The evidence is only from lab studies, not real people, and passion flower's effect on this enzyme is mild. Fluticasone also acts mostly right where it's sprayed, so very little reaches your bloodstream. Still, if your breathing or congestion seems harder to manage, mention it to your pharmacist or doctor.
