Aspirin, Dipyridamole falls under ANTICOAGULANT/ANTIPLATELET DRUGS — the group Baikal Skullcap interacts with.

Theoretically, Baikal skullcap might increase the risk of bleeding when used concomitantly with anticoagulant and antiplatelet drugs.
Preliminary clinical research suggests that taking capsules containing a combination of astragalus, goldthread, and Baikal skullcap daily for 4 weeks inhibits platelet aggregation; the effect seems to be similar to that of aspirin 50 mg daily. It is unclear if this effect is due to Baikal skullcap, other ingredients, or the combination.

Aggrenox already packs two blood thinners into one capsule: aspirin and dipyridamole, both of which make your platelets less likely to clump and form clots. Baikal skullcap may have a mild blood-thinning, platelet-slowing action of its own. Stacking it on top of Aggrenox could, in theory, push your bleeding risk a little higher. That might show up as easy bruising, nosebleeds, bleeding gums, or in rare cases something more serious like blood in the stool or urine.

I want to be honest about the strength of this concern. It comes mostly from lab studies and one small human study using a herbal blend, so we can't even be sure the skullcap was the cause. It's a real but unproven worry. Before adding this herb, please run it by your pharmacist or doctor first.
