Moclobemide falls under CYTOCHROME P450 2C19 (CYP2C19) SUBSTRATES — the group Baikal Skullcap interacts with.

Theoretically, Baikal skullcap might increase levels of drugs metabolized by CYP2C19 enzymes.
In vitro evidence suggest that wogonin, a constituent of Baikal skullcap, modestly inhibits the activity of CYP2C19 enzymes. This effect has not been reported in humans.

Here's the gist for moclobemide: your liver uses an enzyme called CYP2C19 to help break it down. A compound in Baikal skullcap (wogonin) has slowed that enzyme in test-tube studies. If that happened in your body, moclobemide could clear a little more slowly and build up, which might mean stronger effects or more side effects like dizziness, trouble sleeping, headache, nausea, or restlessness.

I want to be honest about the evidence, though: this is only from lab studies and has not been seen in real people, so the risk is largely theoretical. Still, since moclobemide is an antidepressant you don't want acting unpredictably, it's worth a quick chat with your pharmacist or doctor before combining the two.
