Chlorpheniramine falls under ANTICHOLINERGIC DRUGS — the group Belladonna interacts with.
Belladonna has anticholinergic activity and increases the activity of anticholinergic drugs.
Interaction has not been documented in well-controlled studies, however, the interaction has been demonstrated in some small human studies or in controlled animal studies in conjunction with multiple case reports..
Here's the thing about pairing belladonna with chlorpheniramine: they push in the same direction. Chlorpheniramine is an older antihistamine that already has drying, anticholinergic properties of its own. Belladonna's alkaloids (atropine and scopolamine) do the very same thing, so stacking them can pile those effects on top of each other.
In real life, that might mean more dry mouth, blurry vision, constipation, trouble urinating, drowsiness, or feeling confused, especially in older folks. This concern is based on how both substances work rather than hard clinical studies, but the overlap is logical and worth taking seriously. Belladonna itself can be quite toxic, so please don't combine these on your own. Check with your pharmacist or doctor first.

Chlorpheniramine is used to temporarily relieve common allergy symptoms caused by hay fever (allergic rhinitis) or other upper respiratory allergies. These include runny nose, sneezing, itchy or watery eyes, and itching of the nose or throat.
