Chlorpheniramine, Phenylephrine falls under CYTOCHROME P450 3A4 (CYP3A4) SUBSTRATES — the group Bacopa interacts with.
Research on the effects of bacopa extracts on CYP3A4 enzymes is conflicting. Some in vitro evidence suggests that bacopa extract can moderately and competitively inhibit CYP3A4, while other in vitro evidence suggests that any effect is unlikely to be clinically significant.
Interaction has been documented in animal or in lab research, or the interaction has been documented in humans but is limited to case reports or conflicting clinical research exists.
Here's the gist for your cold and allergy combo. The chlorpheniramine part is an antihistamine, and your liver helps clear it using an enzyme called CYP3A4. In lab dishes, bacopa might slow that enzyme down a little. If it did, the chlorpheniramine could hang around longer and feel stronger, meaning more drowsiness, dry mouth, or that foggy, sleepy feeling. The phenylephrine (a decongestant) could also have a touch more of its usual punch, like jitteriness or a faster heartbeat.
That said, this is only a theory from test-tube studies, and even that research disagrees with itself. For most people it likely won't be a big deal. Still, if you notice extra sleepiness or feel wired, mention it to your pharmacist or doctor.

ANTICHOLINERGIC DRUGS
2 of 2Chlorpheniramine, Phenylephrine also falls under ANTICHOLINERGIC DRUGS.
Bacopa seems to inhibit acetylcholinesterase and might increase acetylcholine levels, which could counteract the effects of anticholinergic drugs. Similarly, anticholinergic drugs might counteract the cholinergic effects of bacopa.

Here's the gist for your cold-and-allergy combo. The chlorpheniramine part works partly by blocking acetylcholine, one of the brain's chemical messengers. Bacopa is thought to do the opposite, nudging acetylcholine levels up. So in theory, taking them together could blunt each other a little: bacopa might slightly soften how well chlorpheniramine dries up a runny nose or calms sneezing, and the antihistamine might dull whatever memory benefit you hoped to get from bacopa.
I want to be honest that this is a theoretical concern based on how these things work, not something proven in real patients, and it's rated moderate at most. For most people it won't cause a problem. Still, if you notice your allergy symptoms aren't controlled as well, mention it to your pharmacist or doctor before changing anything.

Bacopa is an Ayurvedic herb most often used for memory and thinking.
