Adrafinil is a precursor to the stimulant prescription drug modafinil. Modafinil has been shown to weakly induce CYP1A2 activity in vitro.

Here's the gist for your Tetra Caps, which combine acetaminophen (a pain and fever reducer) with phenylpropanolamine (a decongestant). Adrafinil turns into modafinil in your body, and modafinil may gently speed up a liver enzyme called CYP1A2. In theory, a faster enzyme could clear certain medicines a little quicker, slightly lowering their levels and effect.
Honestly, this is a very soft, lab-only concern (theoretical, based on test-tube data), and acetaminophen isn't mainly handled by CYP1A2 anyway. I wouldn't expect a noticeable change in how well your cold medicine works. Still, adrafinil itself can stress the liver and acetaminophen is also processed there, so please run this combination by your pharmacist or doctor before mixing them.

The concern here isn't about the liver breaking either one down. It's simpler than that: adrafinil turns into modafinil in your body, and modafinil has its own stimulant-like, wake-promoting effect. Stack that on top of a stimulant decongestant and the effects can pile up.
What that might feel like is a jittery, wired sensation, a racing or pounding heart, higher blood pressure, headache, or trouble sleeping.
