Here's the plain-English version. Phenobarbital is a barbiturate, which is already a strong sedative that slows down your brain and body. It can make you drowsy, foggy, slow to react, and in higher amounts it can slow your breathing. The concern here is simply adding one sleepy thing on top of another. Some animal studies suggest jackfruit seeds may have a mild calming or sedating effect, so in theory they could pile onto phenobarbital's drowsiness.
I want to be honest about the strength of this: it's theoretical and based only on animal research, not solid human studies. Eating jackfruit as a normal fruit is very unlikely to be a problem. Concentrated seed products are where I'd be more cautious. If you ever feel unusually sleepy or unsteady, check in with your pharmacist or doctor.
