Chlorpheniramine falls under CYTOCHROME P450 3A4 (CYP3A4) SUBSTRATES — the group Bacopa interacts with.
Research on the effects of bacopa extracts on CYP3A4 enzymes is conflicting. Some in vitro evidence suggests that bacopa extract can moderately and competitively inhibit CYP3A4, while other in vitro evidence suggests that any effect is unlikely to be clinically significant.
Interaction has been documented in animal or in lab research, or the interaction has been documented in humans but is limited to case reports or conflicting clinical research exists.
Here's the basic idea with bacopa and chlorpheniramine. Your body uses a liver enzyme called CYP3A4 to help clear chlorpheniramine out. In lab dishes, bacopa has shown a mild ability to slow that enzyme down. If that were to happen in a real person, chlorpheniramine could hang around a bit longer and build up, which might mean more of its usual effects, things like drowsiness, dry mouth, dizziness, or a foggy head.
That said, I want to keep this in perspective. This is theoretical, based only on test-tube studies, and the research even conflicts on whether bacopa affects this enzyme in any meaningful way. For most people it's likely a non-issue. Still, if you notice extra sleepiness, just loop in your pharmacist or doctor before changing anything.

ANTICHOLINERGIC DRUGS

Bacopa seems to inhibit acetylcholinesterase and might increase acetylcholine levels, which could counteract the effects of anticholinergic drugs. Similarly, anticholinergic drugs might counteract the cholinergic effects of bacopa.

Here's the gist with bacopa and Chlorpheniramine. Chlorpheniramine works as an antihistamine, but it also has some anticholinergic activity, meaning it dampens a brain chemical called acetylcholine. Bacopa is thought to do the opposite, nudging acetylcholine levels up. So in theory, the two could partly cancel each other out, and your allergy medicine might not work quite as well at calming sneezing, itchy eyes, and a runny nose.
I want to be honest about how soft this is: it's based on how these things behave in the lab, not on real patient cases, so it may never cause a noticeable problem. Chlorpheniramine is not a prodrug, so we're talking about effects bumping against each other, not a buildup of the drug. If you take both regularly and feel your allergy relief slipping, just check in with your pharmacist or doctor before changing anything.
