Here is the simple version. This combination cold and allergy product contains phenylephrine and phenylpropanolamine, which are decongestant stimulants that can speed up your heart, raise your blood pressure, and leave you feeling jittery or wired. Oolong tea adds its own dose of caffeine, which is also a stimulant. Stacking the two can pile those effects on top of each other.

What might you notice? A racing or pounding heartbeat, feeling restless, trouble sleeping, or a bump in blood pressure. This is mostly a theoretical, common-sense caution rather than a proven problem, and a single normal cup is unlikely to cause trouble for most people. Still, if you have heart issues, high blood pressure, or you are caffeine-sensitive, go easy on the tea and check with your pharmacist or doctor first.

Theoretically, phenylpropanolamine might increase the risk of hypertension, as well as the levels and adverse effects of caffeine in oolong tea.
Oolong tea contains caffeine. Concomitant use of phenylpropanolamine and caffeine might cause an additive increase in blood pressure. Phenylpropanolamine also seems to increase caffeine serum levels.

This combination product contains phenylpropanolamine, a decongestant that narrows blood vessels and can nudge your blood pressure and heart rate up. Oolong tea brings caffeine to the table, and the two can stack on top of each other. Working together, they may push your blood pressure higher and leave you feeling jittery, restless, with a racing or pounding heartbeat, or trouble sleeping. There's also a hint that phenylpropanolamine can raise caffeine levels in your blood, so the caffeine may hit harder than usual.

This is a reasonable, though partly theoretical, concern. A cup or two of tea is unlikely to cause trouble for a healthy person, but if you have high blood pressure or are sensitive to caffeine, go easy and check with your pharmacist or doctor.
