Here's the short version: drinking oolong tea while you're on Xultophy (that's insulin degludec combined with liraglutide) is very unlikely to cause real trouble. The only piece in play is the caffeine. Some reports suggest caffeine can nudge blood sugar up or down a little, but the evidence is weak and inconsistent, so this is mostly theoretical.

Since Xultophy actively lowers your blood sugar, the main thing to keep an eye on is whether tea changes your numbers in either direction. If you suddenly start drinking a lot more (or stop), just watch for signs of low blood sugar like shakiness, sweating, or dizziness. A normal cup or two with food shouldn't matter. If you notice any swings, check with your pharmacist or doctor before changing anything.
