Here is the interaction we found between these two, with the evidence behind it.
CYTOCHROME P450 3A4 (CYP3A4) SUBSTRATES
Why this applies to Chlorpheniramine, Phenylephrine
Chlorpheniramine, Phenylephrine falls under CYTOCHROME P450 3A4 (CYP3A4) SUBSTRATES — the group Hemp interacts with.
In vitro research shows that hemp induces CYP3A4 enzymes.
Interaction has been documented in animal or in lab research, or the interaction has been documented in humans but is limited to case reports or conflicting clinical research exists.
Here's the simple version. Lab studies suggest hemp may nudge a liver enzyme called CYP3A4 to work a little faster. Your chlorpheniramine and phenylephrine combo (an antihistamine plus a decongestant) is partly cleared by that same enzyme. So in theory, hemp could speed up how quickly your body breaks these down, which might make them slightly less effective. That could mean a bit less relief from your runny nose, sneezing, or congestion.
Honestly, I wouldn't lose sleep over this one. The evidence is only from test-tube and animal research, the rating is minor, and food amounts of hemp seeds or oil are very unlikely to matter. If you take concentrated hemp supplements daily, just mention it to your pharmacist so they can keep an eye on things.

From our pharmacist’s overview on the Chlorpheniramine, Phenylephrine page
“A medicine that stimulates the heart and dries the body doesn't leave much room for supplements pulling the same way, and that describes chlorpheniramine, phenylephrine (Histatab Plus, Ed A Hist, Rynatan) well. Dozens of stimulant herbs, everyday caffeine sources among them, add to the decongestant's strain on blood pressure and heart…”

About Hemp
What is Hemp?
- Plant-based protein source
- Heart health support
- Skin and hair health
- Reducing inflammation
- General nutrition (omega fatty acids)
Hemp seeds and hemp seed oil are nutritious foods rich in protein, fiber, and healthy omega-3 and omega-6 fatty acids, and they are generally safe for most people as part of the diet. While the nutrition is real, strong human evidence that hemp supplements treat specific medical conditions is limited. Talk with your pharmacist or doctor before using hemp products for a health concern, especially if you are pregnant or breastfeeding.
