Here is the interaction we found between these two, with the evidence behind it.
CNS DEPRESSANTS
Why this applies to Cetirizine
Cetirizine falls under CNS DEPRESSANTS — the group Kava interacts with.
Kava has CNS depressant effects. Concomitant use of kava with other CNS depressants can increase the risk of drowsiness and motor reflex depression. Clinical practice guidelines from a joint taskforce of the World Federation of Societies of Biological Psychiatry (WFSBP) and the Canadian Network for Mood and Anxiety Treatments (CANMAT) recommend that CNS depressants, including alcohol and benzodiazepines, not be used with kava.
Interaction has not been documented in well-controlled studies, however, the interaction has been demonstrated in some small human studies or in controlled animal studies in conjunction with multiple case reports..
Here's the thing with these two together: both kava and cetirizine (Zyrtec) can calm down your nervous system. Cetirizine is one of the newer antihistamines, so it's less sedating than the old ones, but it still makes a fair number of people feel drowsy or foggy. Kava adds its own relaxing, sleepy effect on top of that.
When you stack them, the calming effects can pile up. You might feel more tired than usual, a little slowed down, or less sharp behind the wheel. This isn't about one drug breaking down the other, it's just two sedating effects adding together. If you take both, go easy until you know how you feel, skip alcohol, and check with your pharmacist or doctor first, especially since kava can also stress the liver.

From our pharmacist’s overview on the Cetirizine page
“Cetirizine (Zyrtec) treats allergies, but even this newer antihistamine can make some people drowsy, and that weak spot is where most of its 100 documented supplement interactions land.
